Foundation of a dedicated organisation Sudbasstroj ('Ship Basin Construction') for the purposes of designing and building a new complex of towing tanks and other test facilities at a location called Sredniaja Rogatka ('Middle Turnpike') in Leningrad. The actual construction work began in 1936.
